How do I add a merchant to automatic payments

I want to pay DesignBundlesPlus with automatic payments, but I do not find them listed. How do I add this merchant to my automatic payments?

Any subscriptions are set up on a merchants site not paypals.

This is something that sets up on your first checkout with the merchant. 

Surely then my advice was correct in that it has to be set up on the merchants side of things?

There was once a page on the Paypal site where you created a list of merchants and assigned specific cards to automatically pay them.  Not automatic payments like a subscription, just whenever they charged you.  I know it was there because I used it to set up payments to ebay's shipping charges (i.e. postage bought through my ebay account.   Can't find it now.
