How can I enable the Recurring Payments

I need to connect a site made with WA (WildApricot Platform)  therefore It is necessary to activate recurring payments on PayPal to extend functionality on WA.  WA detects that in  my business account has not been activated the "recurring payment, or reference payment", How can I ask to PayPal to do it or where in the PayPal Business panel  can I enable it for myself?

Reference transactions (DEPRECATED) : To set up billing agreements and use reference transactions for recurring payments of varying amounts of money on a varying schedule.

I would suggest to please contact our PayPal Customer service via link - 

https://www.paypal.com/es/smarthelp/home (then choose at the bottom one of the contact methods - email or phone) who should be able to help you regarding the request.
