I can't found (Tools) in my account page for API credentials

How can I found it please????

That's because you have a personal account. You can upgrade to a business account on the Account Settings (gear icon) page or open a business account separately:

To open a business account separately (use a different email address):

https://www.paypal.com/ma/webapps/mpp/account-
