Has Paypal Started Enforcing PSD2/SCA (Strong Customer Authentication)?

Hi There,
We manage a number of websites at my company, on multiple CMS systems and payment gateways. All using Stripe are running PSD2/SCA. With Paypal the implementation through cardinal is complex and before the September deadline the documentation was complex.
From some searching online, I found that the deadline for compliance had been pushed back 18 month in the UK taking us to early 2021. In the last 24 hours I have seen a large number of credit/debit card transactions declined or left as pending. My development team think this is because we are not able to run SCA.
Do people believe this thinking to be correct? Has anybody seen the same? Or do you think they are barking up the wrong tree on this?
