Getting the same error "Things don't appear to be working at the moment. Please try again later" when trying to test a subscription submission via PayPal Standard.

Thank you for contacting PayPal community.
Our sincere apologies for the inconvenience caused.
Unfortunately, Guest payment checkout(i.e payment via credit/debit without PayPal account) feature is not available for all Customers/Buyers. Customers/buyers need to create PayPal account to process the payments.
It's important to remember that guest checkout is not guaranteed for every transaction.
To receive guest checkout payments :
Enable the PayPal Account Optional option in your account settings.
Login PayPal.com >> Settings >> Account settings >> Website payments >> Website preferences >> PayPal Account Optional >> toggle "yes" .
PayPal runs a risk check to determine eligibility for guest checkout. There will be times when guest checkout is not available.
Note - PayPal system will not auto reject the card payments. Please request the customer/buyers to try using different/valid funding source while processing payments.
Unfortunately, we MTS are restricted to process LIVE payments.
I request to please process a test payment via card which is not linked to your PayPal account. Since, merchant can't process self payments.
