Every step towards setting up API codes fails

I need to set up a Live API username and Live API password for an ecommerce site. I already use PayPal for payments but need the APIs so I can automate refunds using WooCommerce. I have followed all the instructions provided by PayPal for setting up API code, but every time I am presented with an error. I am not doing anything wrong, instead the error messages relate to PayPal functionality. If I try and accept PayPal payments from online shops (screen shot: https://ibb.co/Dprq5Tp) I am shown an error message (screen shot: https://ibb.co/pw8SQQF). If I add a new Third Party Permission (screen shot: https://ibb.co/yyXbRwT) no name that I enter is ever accepted - not the name of my business, website or WooCommerce software. If I attempt to manage API credentials (screen shot: https://ibb.co/Vqy7R0s) I am directed to yet another error message (screen shot: https://ibb.co/qY1BZwD). I have followed all the instructions that I can find to the letter, but It does not matter what I do I cannot obtain API codes.

How can this be resolved?

FYI I'm running Windows 10, the latest version of Chrome in Incognito and I'm accessing my client's PayPal account after they added me as a user (specifically for the task of obtaining API codes).
