European selling - Extra shipping ???

Using a PayPal shopping cart button/link on my website, I cannot get Paypal to add the extra shipping cost for European buyers. I have a seperate page for the Euro countries to buy, but I just cannot find a way to charge the excess cost. I have added this cost in the section where it says 'Extra shipping', but it still charges just the UK shipping. Can anyone help?
