Error in 3D secure authentication: Merchant unable to process transactions

Hi all,
Anyone knows how to fix this error:
I have a paypal pro account and registered with CardinalCommerce for 3D secure.
I set up all the credential:
API Username
API Password
API Signature
and 3DSecure settings
Centinel PID
Centinel MID
Transaction Password
When I'm trying to pay I get this message: Error in 3D secure authentication: Merchant unable to process transactions, Payment Initiative configuration not found.
Anyone had the same problem?

so there was never any reply to this?
The whole 3d secure and paypal thing is a mess to be honest , so little info out there yet it is a requirement in just a few months time

I've been recommending that people switch to Braintree Payments. It's still PayPal, of course, but the Braintree integration does the credit cards, PayPal, Venmo, Google and Apple Pay all in a single checkout that handles all of this compliance stuff for you.
Then you can still use PayPal Checkout smart buttons from product pages, cart pages, etc.
