How to stop payment to a merchants that seems a scam

If the transaction is marked "completed" you may file a dispute the transaction as Item Not Received by clicking the transaction and clicking the "Report a problem" button.
If the transaction is marked "Pending", you must wait for it to be marked as "Completed" first, in order to dispute it.
Alternatively, you can try to contact the merchant and request a cancelation while the order/transaction is pending.
How do I cancel a PayPal order or authorization?
PRO TIP: Whatever you do, do not report the transaction as Unauthorized because no one broke into your PayPal account and did something without your permission/knowledge, otherwise, PayPal will deny your claim.
If you end up losing your PayPal dispute, you can appeal by messaging PayPal or dispute through your card issuer if you paid by card as per section "Dispute with us or your card issuer":
