Determining the location of paypal account I intend to make a payout to?

I'm building a marketplace where I will make payouts to people. How can I know if the person I am paying is domestic or international and where they are from. It affects the fees and I may also not want to make payments to people in certain countries.

Is there an api and way to tell this?
