Delivery address bug makes it different on the transaction than the one on the proforma

Hello,
This is a bug that's pretty annoying and potentially a security issue. The delivery address listed in the customer's PayPal account sometimes overwrites the one prepared on the PayPal proforma or in the merchant website API.
Basically, when a merchant prepare a proforma with PayPal to be paid he/she writes the billing and delivery address agreed with the customer.
Sometimes when the customer does the payment, on the payment transaction is shown a different delivery address.
I suppose the address appearing on the transaction it's the one registered on the customer's PayPal account which in certain occasions it may be different than the actual one where the customer wants to receive the goods and that was communicated to the merchant before preparing the proforma. For example if the customer forgot to change it on his/her PayPal data profile after moving or he/she prefers another location.
Shipping to the correct delivery address is pretty important for a merchant to apply to PayPal seller's protection terms.
Which is the correct address to ship to have seller's protection warranty? The one listed on the PayPal proforma document which is the same agreed with the customer by e-mail or the one that appears on the transaction?
I noticed the issue appearing sometimes also on website transactions where the addresses listed on the orders don't match the ones on the transactions details. The customers shouldn't be able to change the address at the last second before the payment, especially if that happens unwillingly because they registered a different address on their PayPal profiles a while ago which differs from the one they wrote on the merchant website at the moment of the order.
