Chanching something in paypal in the last week?

Hi, i configured paypal for payments in e-commerce site , 10 years AGO.

from three  days about i can't recive data (response) from IPN ( Dim strLive As String = "https://www.paypal.com/cgi-bin/webscr")

HAS someting changed?

OR the web server is having problems?
