Cannot transfer my funds to my debit card

Maybe I am stupid, but I have had the same bank and debit card on here since I opened account. I usually hit transfer to card and its immediately added. The past 3 days it says this cannot be completed. I HAVE CHANGED NOTHING. I have spent over 4 hours on the phone with Paypal or their stupid "HOLD MUSIC" JUST TODAY. I NEED MY MONEY NOW.
Can I somehow use another app or somehow transfer to another banking account OUTSIDE of PAYPAL and having to wait another 3-7 days? PLEASE HELP
