Can't Edit Legacy Buttons

I can't edit my legacy buttons. I can get the page that says "View Your Save Buttons" but when I click on it takes me to a login page. It's a loop? I'm using Edge browser and allow popups on Paypal pages.

I've been to mine and pretended to Edit Button.
At the top there's some info:

Having trouble viewing this page?

and when I hover over it, it says that these pages are best viewed in Firefox 3, Explorer 7, Safari 4

So maybe try one of those browsers?
