All users of the platform are suddenly unable to pay with PayPal

After the users confirm the payment on the PayPal payment interface, the deduction of the user account is unsuccessful. And no order is generated, and our merchant does not receive any payment callback. The order status stays at "status":"APPROVED", it was not happening to a specific user, all our users are in the same situation, need help, please.
