After entering my details to obtain the “PayPal debit card” I get error msg, “cannot update account”

After entering my details to obtain the “pay pal debit card, I keep getting an error msg saying “cannot update account at this time” why?? PLEASE HELP ASAP!!!!

I would suggest to please try now by web browser cache/cookies. 

If your still facing the issue please contact our PayPal Customer service via link - https://www.paypal.com/us/smarthelp/home  (then choose at the bottom one of the contact methods - email or phone) who should be able to help you regarding the request.

They will be able to assist you further as they are specially trained to address this type of account inquiry.
