After account restriction, my money was gone

Hi every one

Before several months, someone penetrate my account and transferred 15 USD then I asked Paypal for help and Paypal restricted my account for several months and now my account reviewed and returned to me but I lost the money (15 USD). So I lost my money and my account restricted for about 6 months. What should I do?

Unfortunately, we don't have account level access.
