Address provided by paypal at the start of checkout is not always correct

Afternoon,
We have a paypal express integration on our storefront. However we have seen that paypal will not alway correctly provide us with all of the billing/shipping address parameters when starting the payment flow in the past.
This has caused issues for us because we call a tax service with the address provided by paypal and then we patch the order. However due to the address issues our tax calculation is super inconsistent. this has caused some issues with merhants.
We asked paypal about this on initial implementation and they responded that they can only guarantee the full address info on finishing order processing.
I've been tasked with looking for a soln to this. Does anyone know if there have been any updates from paypal on this? any info is appreciated.
