Access Denied - Website Checkout fail

Hello,
We use PayPal on our website and our clients have been getting an Access Denied on this server message with a reference number:
Reference #18.67ed94d1.1542239579.5ce83ec
Sorry about the tiny image, that is all I could get from my client. I haven't been able to recreate the error on my end. Lately, only 1 in 5 US/Canada orders are going through and with Cyber Monday coming up we are hoping to resolve this ASAP.
Any help would be greatly appreciated!
