Paypal Fees to be included by payee

Hi,

As a part of our business process we want payee to pay paypal payment fee along with actual amount.

For example we would like to receive $2 then payee has to pay $2.37(2.9%+0.30) , so does paypal provide any api or settings that will calculate amount we should ask for.

What you have in mind is a "surcharge" which is not permitted as per the User Agreement.   However, you are permitted to charge a handling fee.

From the user agreement:

You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions.
