Just got my mine set up today.
So far, what I did was make sure that the name on your Gcash and Paypal are exactly the same. Same goes for the email address. The mailing address may be overlooked, but the name and email address must be identical. You can check with Globe to see if your name is similar to your paypal. If not, this can be done on any Globe Service Center like what I just did.
Otherwise, it won't match. Also, linking must be done on Android Lollipop or later. If you don't have access to that, you can borrow one, do it on an iPhone or use android emulators like Bluestacks.
