Lower Interest Rates

I just checked my "Credit Score" and I deserve a lower interest rate from Pay Pal. I always pay on time and more than the minium required. Why should I use a credit card with interest 19.9%. I think good paying/buying customers should be rewarded with reduction of interest rates.

  I would also like to get a lower rate, as I have good credit and have been a card holder for quite some time.  Were you able to get a lower rate?

I called them and they said they do not negotiate rates because the rates are fixed at 19.99% for good credit and 23.99% for lower credit customers.
