Why can Puerto Rico residents NOT apply for a PAYPAL DEBIT MASTERCARD?

Hello.
I am a Puerto Rican user of PayPal for a few years and have never had a hitch. They offer outstanding service and I don't regret my choice. I was recently forced to try and acquire a Premier account due to unforeseen circumstances such as a family emergency.
I was infuriated to know, however, that PayPal refuses to let us Puerto Ricans use a Debit MasterCard. I demand to know why. We have been a US property for more than a century, and therefore we are legal US citizens with a Social Security number and federal aid, in several cases.
Why can we not have one? I don't want to hear that "it's only available within the continental US." I want to know WHY IN SPECIFIC IS IT NOT AVAILABLE OR ALLOWED. WHAT ARE THE EXACT REASONS THAT IT'S NOT POSSIBLE?
Why are we being discriminated against? And other properties with the same problem, by comparison?
