I have been reading about PayPal Debit MC being declined although card owners had a positive PayPal balance.
I think PayPal does not want to pay merchant fees for use of the card. The preferred recommended partners listed on the PayPal site have agreed to an arrangement with PP. This does not include DMV for vehicle registration, or a lot of places you might use a debit card.
Remember that PayPal is located somewhere offshore. That's why we like PayPal.
Uhhhhhh PayPal does not pay merchant fees when you use the debit card. The merchant fees are paid by the merchant (that is why they are called "merchant fees").
The debit card should work anywhere you can use a MasterCard. If you have problems with the card, call PayPal customer service.
PayPal is headquartered in the US. It conforms to local laws wherever in the world it offers its services.
