There are some utilities that have become progressive about accepting PayPal directly. It's becoming more widespread, and you can certainly contact the payee and let them know you'd like to see it in the future!
Another option to consider, if you're a U.S. customer, is applying for a PayPal Debit MasterCard. If the payee accepts payments by card, this would allow you to fund the payment with your PayPal balance, just like a debit card from your bank uses your bank account balance.
