A Purchase Was Authorized Then Canceled - How Long Before It Is Returned To My Account?

I used my PP debit card for a purchase.  I swiped the card, the charge was authorized, and then I canceled it and decided to use a different card.  How long before the authorized amount is available/returned  to my account?  Anybody got an idea?

Here's another one: WHY does an authorization 'hold' that PayPal places on a sale deduct from my PayPal balance but is never re-deposited??? It seems as though I'm paying for everything twice. I've looked at my history, etc. and 'holds' from two weeks ago are still there, still deducting money from my balance. This doesn't make any sense!
