"Ghost" late fee

I've had my Paypal Credit account set to auto pay and was charged a $28 late fee. 

I called customer service and was told that it was a "ghost fee" from when Paypal merged with Synchrony. What kind of vague bs response is that? It sounds to me like these companies are trying to sneak in fees that unassuming account holders will pay because they didn't bother to check their activity.

Upon searching "late fees" in this forum, there are at least 2 pages worth of people who have been victims of this scam.
