Because PayPal reserves the right to restrict use of the credit line depending on the circumstances of your transaction(s). If it is not offered then it is recommended that you use your linked preferred payment method to complete the transaction. PayPal Credit is integrated into the checkout system and certain risk factors and other criteria only known to PayPal are considered when deciding whether or not to offer PayPal Credit to you on any given transaction.
If your account is a new(ish), make some successfully completed transactions (no disputes) so the system will have something to go on when deciding to offer PPC at check out or not.
