How do I get my negative balance transferred to my debit card?

I got a refund, and now my balance is negative

Not possible from within your account. Wait 2-3 billing cycles, not using your PayPal Credit, they'll eventually send you a check or perhaps even credit your PayPal balance in PayPal's case. That's what credit cards do (send you a check) when you have a negative balance for a few billing cycles.
