i dont have a card linked to my account. but when i want to buy something online with my paypal balance it wont let me. I have enough in my balance to buy the item I want. I even selected the preferred payment as my balance but it keeps asking me to put credit/debit card info.
The checkout system needs a card as back up, confirmed physical address, account verification, and/or to set up automatic payments for merchant, otherwise, you won't be able to complete checkout.
Unconfirmed accounts also have certain sending, withdrawing, receiving limits and if you go past, it'll ask for card or bank account on transactions.
