Using paypal credit to send cash to someone

Hi All - I recently signed up for paypal credit. Is there a way I can send a payment or transfer to someone using paypal credit, that they can then use to obtain cash? For instance, if I transfer money on my paypal credit via a paypal payment, or perhaps a Facebook payment, can that person they use it to obtain cash?
