Unable to use PayPal Credit to send money through Paypal

I was trying to send my Fiance money from my PayPal credit to his PayPal account. It won't even give me the option to use my PayPal Credit when I try and I even changed my preferred payment method to the credit card instead of my bank debit card, yet it will only give me that as a payment method option.

Thank you for contacting the PayPal Community Forum, and welcome as a new member! 

The PayPal Credit option is available to selected merchants only, and cannot be used to "Send Money" to another PayPal account holder.

i cant add money... its only allow me to use RHB BANK direct topup https://www.paypal.com/fundstransfer/to 
well , i dont have RHB BANK account , i cant choose another bank to add money also...

and cant use debit card to send payment...

idiot system....
