Transferring funds not working

I am not an US citizen, also not living in US.

I am trying to transfer my funds into a Korean bank account (paypal balance to domestic non-US bank account), but it is not letting me.

There’s a problem

Right now, we’re not able to transfer the funds to your bank.

This error pops up.
