Samsung PayPal Credit Looping

Hi, if someone is able to help with this within the community that would be great!
I am trying to purchase a TV through Samsung under Paypal Credit for pay monthly over 24 Months and it allows me to login through paypal select the payment methods and then goes to the checkout page on Samsung. I click onto checkout and the page loops back around to the select a payment method as if PayPal credit is declined or there is problem elsewhere going on. I have contacted Samsung regarding this issue and they say they see the attempted payment attempts and they advised me to speak to PayPal and then try again in 24 hours.
Is this problem with PayPal with the current problems going on or is this a problem with Samsungs website?
