Paypal credit payment in pending

Hi I used PayPal credit to but car parts of eBay but the sell has just gotten back to me to say the money is pending what does this mean cheers

It means they have to ship the order to you or the money won't be released, at least not until 21 days or you report on eBay that Items Not Received to get your money back. The funds are in their account but it is on hold by eBay until they ship you and complete your order. Your seller must be a new seller if they do not know this.
