With paypal credit I see it offers a 6 month no interest if purchase is $99 or more. This works in standard paypal acceptable stores yes, but if I have a vendor or store who is willing to do an invoice for an amount larger than $100 will the same credit promotion be available if I wanted to use it.

Yes, a PayPal invoice, and the seller has enabled financing on their invoice settings (Manage Invoice page > Settings > Offer financing) but since PayPal Credit is integrated into the PayPal checkout system, sometimes PayPal Credit may not be offered based on other factors, such as your transaction history and PayPal's risk management measures.
