Paypal Credit: System failure to charge my bank results in late fees

I set up a recurring payment for my PayPal credit account in October that was to activate on Nov 12th (the date of my bill).
I check it again on Nov 12th because I didn't see any processing information on either my bank or in my PayPal account. It said that it was still active and so just assumed that the system hadn't execute the order yet (but took a picture just incase).
Now there is a late payment on my account as of Nov 15th.
There was more than enough in the account.
Anyone have issues this? How do I go about disputing this late fee as it system glitch? Who do I need to contact?
