Paypal Credit Error When Connecting to Synchrony. How do I make an online payment?

"Sorry, there was a technical error. Please try again later." I have not been able to make any payments or review my Paypal credit account charges online at all. I can't even see statements. Before you ask me "did you try a different browser or mobile app". Yes. I've not been able to access my account for month and have to call in to make payments. Nothing on the help page has resolved the issue and customer service does not even acknowledge the issue.
