Payment Authorisation Problem???

I have made a purchase using PayPal credit, but my order is on hold. It was an order for two items, one of which has arrived and was deducted from my available funds, separately. I then had a pending payment for the full amount of my purchase as well (this is when I started receiving notifications that there was an issue). Having contacted the vendor, they said to speak to PayPal directly, but soon after that another amount (for the second item only) appeared as pending and the money has been taken off my available credit. However my order is STILL on hold until PayPal take action. I’ve been trying to get in touch with PayPal via messages and phone for three days but to no avail. Can anybody help?
