PayPal flagging my payments as fraud?

For the past few months, every time I make a payment to PayPal Credit (not a purchase, just a payment towards my balance), they have flagged it as fraud and texted me asking if it was legitimate. They then claim to cancel the payment (which they thankfully don't actually do), and make me change my password on account of "suspicious activity". Is there a way I can get PayPal to stop flagging my normal payments? It's making a very simple and quick process into a time consuming and frustrating one. I'm not sure why an account payment would even be considered suspicious in the first place.
