PayPal reserves the right to restrict use of the credit limit depending on the circumstances of your transaction. If PPC is not offered at time of payment then it is recommended that you use another linked payment method to complete the transaction. It could be a risk issue to do with your account history or the transaction itself being risky and possibly other factors only known to PayPal.
