If no order was sent to the merchant and they do not claim the payment or process the order and it stays in pending past 30 days, pending authorization should drop off and the funds released. On the other hand, even if the merchant didn't receive order, I imagine they can certainly can log on to their PayPal account to look for your payment and cancel it. I don't know how these merchants integrate PayPal to their web store, really weird occurrence. Or you can wait 7 days that PayPal wants you to wait before you dispute, (you do have 180 days to dispute) and then click "Report a problem" to dispute the payment.
