PayPal credit and international payments (or sending money internationally), im having issues !

I’m having issues using PayPal credit to pay for an invoice that is coming from NZ (New Zealand) and I’m located in the US. Why is this, and can I still pay with PayPal credit for this invoice ?

Is the invoice in USD? Can only pay in USD.
