If you're referring to the PayPal Credit virtual credit line, it may not be offered as a funding source depending on the circumstances of your transaction. If PayPal Credit is not available, then its recommended that you use a linked funding source to complete transaction if available. If your PPC account is new then you may have to make a few successfully completed transactions (no disputes) with your linked funding sources so the system will have some transaction history to go on when deciding whether or not to offer it as a funding source during checkout.
