PayPal apply for 12 month payment does not work

Good day,

I tried multiple times to split my big transaction to 12 small payments when buy some big stuff in the internet.

When I came to the form to fill the Billing Information it shows something is not working ,but in same time it does not show what exactly is wrong.

Does anyone have the same problem?

Do you know how can I communicate with PayPal support about this problem?
