I'm having same issue. tried clearing everything (cookies/local data/etc), disabled adblock, even tried using incognito mode as suggested by someone else. nothing works. tried Chrome, Firefox, Edge, no go. I finally called paypal synchrony phone number, and was able to make payment after the automated system allowed me to speak to real person.. but I still need to get through to my account online!
