I'm sorry to hear that the transactions you're trying to make have not been successful. Declines can happen for a few reasons. If the problem persists, please feel free to reach out to customer service for troubleshooting. Phone would be best for the real-time nature of the conversation. Click Contact at the bottom of the PayPal website, then Call us, then log in for the number to call or click to call as a guest.
