PayPal Credit card to my home address not in my name- hacker or identity theft?

I received in the US mail what appears to be a PayPal credit card in someone else's name to my my address. It is not possible it is from a prior home owner as I purchased my home new. This is the second card (the first was from NetSpend) in a totally different name. Should I be concerned about identity theft? How the heck can I reach a warm body @ Paypal to shut this situation down? I have messaged and emailed but of course no response. I called the bank card number and asked to speak to a supervisor then was left on eternal hold. The bank says they will remove my address from future marketing offers which I doubt they will do based on the ineptness of this situation to begin with.  Suggestions?
