PayPal Credit Limbo

I have not been able to use my PayPal Credit since June of this year. Apparently I missed the most important statement in the universe that told me that PayPal Credit was switching banks (Although I had elected to recieve all statements through email it was sent in the mail and I had happened to move at the time it was sent). I have called and spoken with customer service on multiple occasions and have have gotten the "I'm sorry we are currently switching banks we cant resubmit you at this time" every bleeping time I ask! Is there anything that can be done so I can use my PayPal credit?
