My husband, who does NOT have a PayPal Account of any type received a letter from PayPal Credit Comenity Capital Bank (Maryland) stating that effective 07/02/2018 that the lender/owner of his PayPal Credit account is changing to Synchrony Bank and they enclosed a new copy of the Privacy Policy. There is no telephone number only and address on the letterhead. Is this a scam, or has someone opened an account in my husband's name without his knowledge?
